Summary During the time Hong Kong was under British rule; there was a dark period where corruption and bribery were the order of the day. The head of the corruption empire was the Chinese Chief Constable of Hong Kong Island. In the early 1970's, the Governor of Hong Kong decided to clean up the police force and the ICAC (Independent Commission Against Corruption) was established to bring about the downfall of the empire of corruption.
