Summary Much recent scholarship on American policy-making during the Vietnam war has concerned itself with systems and group dynamics? The first Lodge embassy to South Vietnam presents a case where the personality and modus operandi of the individual ambassador became a key factor in the unfolding of events. That the quirks of one man could become so important in such a costly venture for the U.S. arose largely from what I see as the fundamental problem in American decision-making on Vietnam then and later. This was a continuing failure to assess what United States vital aims were in Indochina, and how much the U.S. was prepared to pay in terms of treasure, lives, and neglect of other interests to achieve these.
