Summary 1996 research indicated differences in mental health services provision, treatment, and diagnosis in Victoria, between people born in Australia and people born in non-English speaking countries. Nearly 10 years on, this report investigates whether these disparities have been changed by new policies aimed at reducing cultural and linguistic barriers and improving cultural practices in health services. The report compares Census data and mental health case registries from 1995/96 and 2004/05, on mental health service access, mental health service contacts, diagnoses, admissions, involuntary versus voluntary admission rates, and birthplace. The findings indicate that disparities have persisted. People from ethnic communities had lower treatment rates, higher rates of diagnosis of psychosis, and lower rates of less severe diagnoses.
